Bid Proposal and Award Program

Three Levels of Service to Fit your Needs:


BASIC      INTERMEDIATE      ADVANCED

I. Identify client's area of expertise and potential government customers

1.Review client's capabilities and capacities

2.Submit "Bidder's List Applications" to appropriate agencies.

3. CCR Register for supplier

II. Download and Review / Database & Publications

1.Place clients keywords onto Database searchers.

2.Electronically Review 4 to 5,000 procurement sites each day to locate opportunities within the client's fields of interest.

3.Correspond and meet with officials of the Federal Government to identify available orders, request for quotations, requests for proposals, and invitations for bids (solicitation packages). Identify and request copies of solicitation in client's field of interest.

4.Obtain copies of needed drawings and specifications.

5.Identify subcontracting opportunities and request copy of initial solicitation list from procuring agency.

6.Request all information confidentially via G.C.S. to protect client's market position.

III. Contact the client weekly to:

A. Present pre-screened bid opportunities to the client, containing the following information:

1. All necessary electronic blue prints, drawings and specifications.

2. A "Preliminary Abstract Card" outlining the pertinent aspects of the government's needs. This card contains important information needed for the client to easily determine whether to bid the job (such as quantity, due date, delivery requirements, etc.).

3. A complete listing of all unique requirements of the solicitation in order to allow pertinent costing factors to be considered.
B. Follow-up solicitations that GCS has provided to client as follows:

1. Help Client with potential subcontracting requirements.

2. Review any and all technical questions.

3. Correspond with appropriate Government Agencies to verify if and changes have been made in the initial solicitation package.
C. Supply Specs.

D. If the client desires, a detailed review and explanation of general and special provisions contained in the solicitation will be provided upon request.

E. Review identified areas of interest and receive initial "Go/No Go" to prepare solicitation response.

IV. Answer all government solicitations received by the client.

1.Review solicitation to determine whether bid/no bid response should be submitted.

2.Submit bid/no bid response to insure retention of Bidder's List.

3.Prepare response if given "Go Ahead" by client.

V. Prepare initial proposal response paperwork for client.

1.Research and obtain available procurement history of the term being purchased, including past prices paid by the government to previous supplies, dates, and quantities.

2.Complete all "terms and Conditions", "Certifications and Representations", and other required submissions. All pricing information is left blank.

3.A finalized bid and proposal package will be prepared using client's pricing information and presented to client for final review and signatures.

4.Client will be presented with properly addressed proposal package ready for mailing to government agency within time limit specified in the solicitation.

5.Client will finalize submission by signing the solicitation and by mailing the prepared response.

VI. Government Contract Services will monitor all submitted bids at Government agencies to ascertain whether bid was successful.
